BACKGROUND
The Hans Foundation (THF), established in 2009, is a Public Charitable Trust that works towards creating an equitable society to enhance quality of life for all through the empowerment of marginalized and underprivileged communities in India. The Hans Foundation works for the Health and Wellbeing of remote and under-served groups, with an additional focus on children, persons with disabilities and women. THF also works for holistic Education and Livelihood development of our communities. Our Two-Fold Strategy involves identifying and working within Aspirational Districts and high poverty index in the North, North-East and East regions within specific states, as well as catering to lower-income and migratory populations in cities, through urban programs.

Over its 15 years of existence, THF has reached more than 35 million beneficiaries through its programs. THF works with communities through direct implementation of projects on the ground in addition to providing local management and monitoring support to not-for-profit organisations in India funded through THF USA and RIST.

Overview: The Centre Manager will be responsible for the overall management and functioning of the assigned HUSDP Centre, including mobilization of participants, coordination of skill development and entrepreneurship activities, enterprise facilitation, stakeholder engagement, centre administration, monitoring, reporting and achievement of programme targets.
The position will serve as the key link between the programme team, beneficiaries, trainers, entrepreneurs, government departments, financial institutions, local stakeholders and other implementation partners.

About Project: The HANS UDHYAMITA SKILL DEVELOPMENT PROGRAMME (HUSDP) aims to promote entrepreneurship, self-employment, vocational skills and sustainable livelihoods among youth, women and marginalized households in Uttarakhand. The programme will support enterprise incubation, development of new enterprises, strengthening of existing enterprises and decentralized skill development centres across selected districts.

  1. Job Description:
A. Centre Management
  • Ensure effective day-to-day functioning and management of the HUSDP Centre.
  • Prepare and implement the centre-level activity plan in line with programme objectives and targets.
  • Ensure availability and proper utilization of centre infrastructure, equipment, training materials and other resources.
  • Maintain a professional, inclusive and participant-friendly learning environment.
  • Ensure compliance with programme SOPs, policies and administrative guidelines.
B. Mobilization & Community Outreach
  • Plan and conduct mobilization activities to identify potential beneficiaries, entrepreneurs and aspiring entrepreneurs.
  • Establish linkages with Gram Panchayats, community institutions, SHGs, youth groups, local organizations and other stakeholders.
  • Facilitate identification and enrolment of eligible youth, women and marginalized households.
  • Conduct awareness sessions on entrepreneurship, self-employment, skill development and available government schemes.
C. Entrepreneurship & Enterprise Development
  • Support identification and screening of potential entrepreneurs and viable business ideas.
  • Facilitate entrepreneurship orientation, business planning and enterprise development activities.
  • Support beneficiaries in preparation of business plans, basic financial projections and enterprise proposals.
  • Facilitate linkages with banks, financial institutions, government schemes, market players and technical service providers.
  • Provide handholding support to entrepreneurs during enterprise establishment and early-stage operations.
  • Track the progress and sustainability of supported enterprises.
D. Training & Skill Development
  • Coordinate with trainers/resource persons for delivery of skill and entrepreneurship training programmes.
  • Ensure timely scheduling and smooth conduct of training sessions.
  • Monitor participant attendance, engagement and completion.
  • Facilitate practical exposure, demonstrations, market visits and other learning activities wherever required.
  • Identify training needs based on local livelihood and market opportunities.
E. Partnerships & Stakeholder Coordination
  • Coordinate with relevant government departments, District Administration, skill development agencies, financial institutions, CSR partners and local stakeholders.
  • Develop and maintain strategic linkages to strengthen employment, enterprise and market opportunities.
  • Participate in meetings, workshops, review meetings and community-level events on behalf of the centre.
F. MIS, Documentation & Reporting
  • Ensure accurate and timely collection and maintenance of beneficiary, training and enterprise-related data.
  • Maintain centre-level records, registers, attendance, beneficiary profiles, training records, enterprise tracking and supporting documents.
  • Ensure timely data entry and updates in programme MIS/digital platforms.
  • Prepare weekly/monthly progress reports and centre performance reports.
  • Document success stories, case studies, photographs, testimonials and programme outcomes.
  • Ensure data quality and proper documentation for monitoring, audit and evaluation purposes.
G. Monitoring & Performance Management
  • Monitor achievement against centre-level targets and indicators.
  • Track beneficiary participation, training completion, enterprise establishment, employment/self-employment and income-related outcomes.
  • Identify implementation challenges and recommend corrective actions.
  • Support programme-level assessments, baseline/endline studies and monitoring visits.

    3.      Required Qualifications & Experience
  • Graduate degree in Management, Social Sciences, Rural Development, Development Studies, Economics, Commerce, Entrepreneurship, Education or a related discipline.
  • A Postgraduate qualification/MBA/PG Diploma in Rural Management, Development Management, Social Work, Entrepreneurship, Skill Development or a related field will be preferred.
  • Candidates with relevant qualifications in vocational/skill development and enterprise promotion may also be considered.
  • 3–5 years of relevant professional experience in programme/project management, skill development, entrepreneurship development, livelihood promotion, enterprise incubation, rural development or community development.
  • Experience in managing a training centre, livelihood centre, entrepreneurship centre or similar development programme will be preferred.
  • Experience working with youth, women, SHGs, community institutions and marginalized communities will be an advantage.
  • Experience in government/CSR/NGO programmes and stakeholder coordination will be preferred.
  • Candidates having experience in Uttarakhand's rural/hilly context will be given preference.
